The
East Norriton Township Police Department functions as an organized unit with a
common goal to provide the community with the best possible service and
protection that can be achieved with the existing resources. The primary
objective of the Police Department is to enforce the law in a fair and an
impartial manner, recognizing the limitations of police authority and the
rights of all persons. It is our duty to create an environment in which people
can live, work and play healthfully, move about safely in their environment,
and feel confident that they, their families, and their property are protected
from criminal harm. The East Norriton Township Police Department views itself
primarily as a public service agency. We have continually practiced community
policing long before it had become a national trend. The Police Department will
strive to maintain a safe atmosphere and the quality of life which the
residents and businesses of East Norriton Township have become accustomed.

Administrators attend the F.B.I. National Academy
The
East Norriton Township Police Department is one of only a handful of police
agencies statewide that has had its entire administrative staff attend and
graduate from the F. B. I. National Academy.
Internationally known for its academic excellence, the National Academy
Program, held at the F. B. I. Academy in Quantico Virginia, offers attendees
ten weeks of advanced investigative, management and fitness training for
selected officers having proven records as professionals within their
agencies. Attendees are chosen which have been identified as future leaders of
their agencies. Upon graduation, these officers serve their departments and
communities in executive level positions. The National Academy will only
accept officers with the rank of Lieutenant or higher, and officers fortunate
enough to attend represent less then one percent of all law enforcement
officers in the Nation.
Since 1935, the National Academy has held over two hundred and twenty-one
sessions made up of officers from all fifty States, the U.S. Territories, the
four branches of the military and over thirty foreign countries.
Having
the Police Department’s entire administrative staff as graduates is fortuitous
for the citizens of East Norriton Township. Chief John McGowan attended the
Academy in the 146th session while still employed by Lower Moreland
Township. Lieutenant Kurt Taboga attended the 211th session in 2002
and Lieutenant Karyl Kates has just recently graduated with the 221st
session in June 2005.
In
1972 the University of Virginia accredited the courses offered by the National
Academy, making it possible for attendees to earn graduate and undergraduate
college courses.

East Norriton Township Police Department achieves Accreditation from the
Pennsylvania Chiefs of Police Association
The
East Norriton Township Police Department has recently become one of the only
thirty four police agencies Statewide to receive accreditation from the
Pennsylvania Chiefs of Police Association. The accreditation process requires
applying agencies to meet and adopt over one hundred and twenty different
standards of compliance.
These standards are designed to make the agency more professional, efficient
and responsive to the citizens it serves. Benefits of accreditation provide a
credible framework for evaluating agency practices and procedures. It reduces
the department’s risk and exposure to lawsuits and can decrease some liability
expenditures. It can extend the agency’s accountability to the public and its
elected officials. In short, accreditation is a progressive and time proven
way of helping a department evaluate and improve performance.
The
East Norriton Township Police Accreditation Manager, Lieutenant Karyl, Kates
began the process in 2002 shortly after she was promoted to her current rank.
After three years of hard work, which included rewriting much of the
Department’s operation manual, accreditation was awarded to East Norriton
Township in July 2005.
The
East Norriton Township Police officers and citizens can be truly proud of their
police department.

Fire Department
We at the Norriton Fire Company are all
volunteers. We are available 24 hours a day, 7 days a week, 365 days a
year. Whether it’s 3 o’clock in the morning, you know that help is
on the way no matter the severity of your emergency. And none of us get
paid for responding to your call for help. Our only payment is in
knowing that our knowledge prevents small incidents from becoming major
catastrophes and in a job well done.
As we move forward into the new century, we continue to educate
ourselves on new technologies to help save you and your loved ones in
time of need. We attend classes from County, State and National
instructors to better aid you in times of emergencies. We also take time
to learn outside the classroom. Through weekly drills, critiques and
learning form one another through personal experiences, we keep
ourselves tuned for real situations. Most of us live
right in your own
backyard, working full-time jobs (sometimes two), raising children, with
spouses who live with the fact that when the alarm sounds, we w ill
be away from our families for a period of time (sometimes hours).
In 2004, the Norriton Fire Engine Company attained the BRONZE status from the
Office of the State Fire Commissioner (OSFC). This is the Commonwealth's
Certification Program for fire departments. The purpose of this program
is to identify and recognize emergency service personnel whose accomplishments
in training and education meets or exceeds nationally recognized standards.
The NFPA standards for Fire Service Professional Qualifications identify the
minimum requirements for a person at a particular level of progression. A
person certified to one of the Fire Service Professional levels will have
demonstrated competency in the knowledge and skills required to perform at a
particular level. the service that can be offered to the citizens and
communities of the Commonwealth will be enhanced by the Professional competency
attained through this certification process.
As a result of your generosity
in previous years, we have been able to make some needed upgrades to some of
our equipment. As an example, your
contributions enabled us to
purchase new breathing air tanks that allow us to proceed farther into a fire
which aides in search and rescue efforts. We are also able to equip our
two newer fire engines with tools
needed to aid you in various
emergency situations.
We pride ourselves on being one of the few totally volunteer fire
companies left in this area. This accounts for a lower tax bill for the
residents of East Norriton Township. But our numbers are dwindling. The
average length of a volunteer in the State of Pennsylv ania is five
years. Many of us here are well above the average, but we are not
acquiring as many new recruits as we are accustomed to. Any person
wishing to join the Department, can contact us at 610-279-3456 or stop
by our main station on Swede Road. Our Company meetings are held on the
first Wednesday of every month at 7:30 p.m. and we train every Monday at
7:00 p.m. at the Swede Road station. Stop by and ask us how you can join
and help the community. We are also willing to accept any tax
-deductible donation you can give us so our volunteers can continue to
provide the fire protection you undoubtedly expect when you dial 911.

Ambulance Squad
Plymouth Ambulance
Plymouth ambulance has been in continuous service since 1963. Plymouth is a
progressive pre-hospital health care provider. Plymouth is fully licensed and
accredited by the Pennsylvania Department of Health to provide the highest
level of pre-hospital care available in the State. We are a designated part of
the State plan for Emergency Medical Coverage for Montgomery County. The
main station is located at 902 Germantown Pike in Plymouth Meeting.
In June of 2000, Plymouth assumed coverage for Norristown and Bridgeport
boroughs. In doing so we have established two additional stations one on the
campus of Montgomery Hospital and the other in
Goodwill Fire Co. in Bridgeport. Having the Main station and the Norristown
station flank East Norriton allows us to provide better service to the area.
The future looks exciting, as the emergency medical community continues
to grow and advance. This growth and advancement allows us to offer our
patients more and more treatment modalities. Fast efficient treatment
and transportation has been shown not only to save lives, but also to
reduce recuperation times. More information can be obtained by calling

pm. Specialized group training and demonstrations can also be arranged
through the Business office.

Emergency Management
Office of the
Fire Marshal
The East Norriton Township Fire Marshal conducts fire safety inspections
of all types of occupied buildings and buildings
under construction and
renovation except for one and two family homes in the Township. The
inspected buildings include
schools, hospitals, nursing homes, day care
centers, restaurants, businesses, stores and hotels. All of these
buildings must be in compliance with the Township’s Fire Code. The
inspection of a small building may take as little as one hour to
inspect, while the inspection of a hospital or apartment complex may
take a few days.
The Fire Marshal works closely with the Police Department, the Code Enforcement Department, and various County and State agencies. The Fire Marshal also
interacts with the Fire Department on various items including advising
the fire department of the hazards that
the department may encounter in a fire or other incident.
In addition to doing fire safety inspections, the Fire Marshal acts as a
fire safety educator to business owners, hospitals, nursing homes,
schools and members of the general public. Part of the Fire Marshal’s
duties is to explain what the fire safety problems are in a particular
building and how those problems represent a hazard to people and
property. Education and public awareness are two of the biggest factors
in reducing fire-related deaths, injuries and property damage.
Remember that there is no open burning in East Norriton Township.
Please check your smoke detectors on a regular basis and remember to
change the battery. If you need a smoke detector, stop at the Township
Building or one of the Fire Stations for a free detector (while supplies
last). Also please post your street address on your house so that we can
find you in your time of need (It is a Township Ordinance).

Emergency
Management Coordinator
It is the responsibility of all departments of the Township of East
Norriton to respond to the needs of the citizens in a serious emergency
or major disaster affecting our community. Planning and coordinating
this response is the task of the Office of Emergency Management.
However, all citizens should prepare to be self-sufficient for at least
72 hours.
The Office of Emergency Management is the agency within the Township
government responsible for coordinating the emergency and disaster
mitigation, preparedness, response, and recovery efforts of the Township
in conjunction with the County and the State’s Emergency Management
Agencies.
East Norriton Township’s Emergency Management Agency (EMA)
accomplishes its mission through a wide array of programmatic efforts,
including the development of emergency plans, conducting disaster
exercises, public awareness and education.
Understand those planning efforts are constantly changing, we regularly
review, update, and test the Township’s Emergency Operations Plan. It
is the best protection available to our citizens and property in times
of disasters and large scale emergencies. The preparedness strategy for
the East Norriton Township Emergency Management Office includes the
classic four phases of emergency management: Mitigation, Preparedness,
Response, and Recovery. In a Township of more than 13,000 residents
makes this no small task.

ROADWAY SUFFICIENCY ANALYSIS REPORT
Traffic
Planning and Design, Inc. (TPD) has completed a Roadway Sufficiency Analysis
Report for East Norriton Township in compliance with the impact fee law as
defined in sections 501-A through 506-A of the Municipal Planning Code (MPC).
The MPC authorizes municipalities within the Commonwealth of Pennsylvania to
enact, amend and repeal impact fee ordinances and to charge impact fees to
cover the costs of off-site road improvements necessitated by new land
development. The East Norriton Township Traffic Advisory Committee will
now meet to review the Report and consider amending the Traffic Impact Fee that
has already been established.

ZONING MAP

What Is Zoning?
Zoning is a method a community may use to regulate the use of land and
structures. It is initiated by the adoption of a zoning ordinance designed to
protect the public health, safety and welfare and to guide growth.
When zoning was first utilized, its primary purpose was to prevent a
property owner from using his/her property in ways which were a nuisance or
actually harmful to neighboring property owners. However, the scope of zoning
has expanded. Municipal governments and the courts no longer look upon zoning
only as a "negative" tool to keep certain land uses out of a neighborhood, they
also recognize its value as a "positive" tool for encouraging certain
development and for creating an attractive community. In addition, zoning now
frequently attempts to control development in areas subject to flooding, to
preserve natural and historic features and save farmland.
The zoning ordinance is composed of two parts, the text and the zoning map.
The text of the ordinance contains the community development objectives and the
necessary technical provisions to regulate the use of land and structures and
to establish bulk, height, area, setback and other standards. The zoning map
delineates the boundaries of the specific districts or zones created in the
ordinance.
East Norriton Township first established zoning in 1963 with the adoption of
Ordinance #40. This first zoning ordinance established seven (7) zoning
districts in the Township which included A-Residential, B-Residential, HR-High
Rise Residential, LR-Low Rise Residential, BP-Business and Professional,
C-Commercial and I-Industrial. Currently, the Township has 19 different zoning
districts. The Township’s zoning map which outlines these zoning districts can
be purchased at the municipal building at a nominal cost. The following are the
19 different zoning districts with a brief explanation of possible uses for
each district. The full definitions and a complete list of permitted uses for
each zoning district is available in the Township’s code book.

minimum of 15,000 square foot lots.

Retirement Housing.
MR-Medium Density Residential—Twin
Houses/Duplex.
GA-Garden Apartments—Low Rise Apartment
Complex.

Once a zoning ordinance is enacted, neither the Planning Commission nor the
Board of Supervisors are directly involved in its day-to-day administration.
Two separate entities are created for this purpose: a zoning officer and a
zoning hearing board.
The day-to-day administrative procedures provided for in the ordinance are
the responsibility of the zoning officer. His/her duties generally involve
receiving, reviewing and issuing applications for building or zoning permits
and certificates of occupancy, maintaining records of applications and permits,
making inspections to determine compliance with the ordinance, notifying
persons violating the ordinance, keeping zoning ordinance and map up-to-date,
and accepting applications for and presenting facts at hearings before the
zoning hearing board.
The zoning hearing boards is created to help assure fair and equitable
application and administration of the zoning ordinance. It is the "local court"
for zoning matters. The zoning hearing board has specific functions in six
major areas which are: (1) appeals from the action of the zoning officer; (2)
Challenges to the validity of an ordinance or map; (3) request for variances;
(4) requests for special exceptions; (5) appeal of municipal action not
involving the validity of the ordinance; and (6) unified appeals.
Zoning is not a cure-all for all of the Township’s land use problems. While
the zoning ordinance may state where a type of use is permissible, it does not
contain design or construction specifications. It cannot correct the mistakes
of the past, rather, it attempts to prevent unwise development and development
patterns from occurring in the future. It should be noted that the Township has
no legal right to prevent a property from being developed as zoned unless the
Township is prepared to purchase that property at fair market value.
Examples of Projects Requiring Building Permits
- All building additions and renovations, both interior and
exterior.
- Decks, garages, in-ground or above ground swimming pools
and hot tubs/spas.
- Sheds larger than 168 square feet. (1 shed
per property)
- Roofing, siding and stucco.
- Installation or replacement of heating or air-conditioning
equipment.
- Replacement of sidewalks, curbs, driveway aprons
and overlay or replacement of driveway.
- All changes to plumbing drain or water lines.
- All electrical work must be inspected by a
third party electrical inspection
agency.

Use and Occupancy Permit Requirements
In February 1991, East Norriton Township adopted an ordinance requiring
a Use & Occupancy (U&O) Permit before a structure or building
can be used, occupied, transferred or its existing use changed. Prior to
issuance of the permit, the building or structure must be inspected by
the Township for items such as smoke detectors, illegal sump pump
connections, curbing and safe sidewalks and other specific items. The
inspection made related to the U&O Permit is for Township use only
and is not intended to be relied upon by the owner or any other party.
The U&O Permit does not represent any representation or warranty on
behalf of the Township. Purchasers of the property desiring an
inspection of the property must conduct their own independent
inspection.

Apartment Rental Registration
Requirements
In July 1996, East Norriton Township adopted an apartment rental
registration ordinance. The minimal registration fee is $15.00 per year
per unit is required for all residential rental properties in the
Township. This registration is for apartments, condominiums, townhouses,
twins or single family homes which are used as rental properties. The
Township will inspect each unit (the inspection is included in the
registration fee) whenever the rental unit is occupied by a new tenant.
It is the landlord’s responsibility to notify the Township prior to
the property being occupied by a new tenant so that the required
inspection can be performed. The inspections are carried out in the same
manner as required under the Township’s Use and Occupancy Permit
requirements.
