Board of Supervisors
The Board of Supervisors plays the central role in the township government. Section 510 of the Code governing Townships of the Second Class places general supervision of the affairs of the township in the hands of the Board of Supervisors. The Board combines many of the roles found in separate branches or levels of the state and federal governments. It  serves as the legislative body of the township, setting policy, enacting ordinances and resolutions, adopting budgets and levying taxes. Since there is no separately elected executive, the Board may delegate through ordinance, any and all of its non-legislative functions, i.e. formulating the budget, enforcing ordinances, approving expenditures, hiring employees and in general supervising the day-to-day affairs of the township, to an appointed, professional manager. Because of their elected status, the supervisors are often called upon as community leaders. In many cases the supervisors serve as problem solvers and act as agents for township citizens with outside agencies or private firms. The Supervisors have a role in representing the township’s communal interests, past, present and future. Although assisted by a planning commission, a professional manager or historical commission, many of the final decisions must be made by the elected officials. Elected Auditors
The Board of Auditors is comprised of three individuals who are elected by the residents of East Norriton Township for staggered six year terms. The Board of Auditors meets once a  year in January at its annual Reorganization meeting at which the Auditors select a Chairman and Secretary of its Board as well as receive for file a copy of the Township Treasurer’s Bond. The Board of Auditors reviews the annual audit produced by the Appointed Auditors consisting of financial statements and management letters.  The Board of Auditors sets any compensation for Township Supervisors who seek employment with the Township.  Elected Auditors are prohibited by law from holding any other elected or appointed Township office or position.  Current Members: (left to right) Eleanor Yaworski,  Kevin Tickner, Sr., Chairman; Sandra Molnar, Secretary;    
   
Vacancy Board
The Vacancy Board consists of the Board of Supervisors and one volunteer who serves as Chairman. The role of the Vacancy Board is very specialized. If voters of the Township fail to select a supervisor or other elected official, such as the real estate tax collector, or if a vacancy occurs during a term in office either through resignation or death, the Board of Supervisors may appoint a successor to fill that vacancy. If the Board of Supervisors does not make the appointment within 30 days after the vacancy occurs, the vacancy is filled by the Vacancy Board within the next 15 days. If the Vacancy Board fails to fill the position within the 15 day time period, the Court of Common Pleas is generally called upon to fill the vacancy. The lone citizen member of the Vacancy Board is appointed annually by the Board of Supervisors. Current Members: John W. Fichter, Chairman; and Board of Supervisors   
   
Zoning Hearing Board
The East Norriton Township Zoning Hearing Board consists of a group of three dedicated volunteers who are appointed by the Board of Supervisors for staggered term of four years. The Zoning Hearing Board derives its authority from the Pennsylvania Municipalities Planning Code (Act 247). The primary function of the Board is to ensure the fair and equitable application and administration of the township’s zoning ordinance by hearing appeals on the Zoning Officer’s decisions and by granting relief from the literal interpretation of the zoning ordinance under proven hardship conditions. The Board has no legislative authority; it can neither make nor modify zoning law, but it has the jurisdiction to grant exceptions in certain specific cases. The Zoning Hearing Board is a quasi-judicial body, i.e. its authority is to some extent judicial in nature. The Board schedules hearings on applications and appeals that come before it through the Zoning Officer; takes evidence, and issues written decisions or findings of fact. Planning Commission
The Township Planning Commission is composed of nine community residents for staggered terms of four years each. These individuals, who volunteer their time in order to  act as an independent voice representing the overall interests of the community. The members of the commission are appointed by the Board of Supervisors and serve as an advisory committee, recommending changes of the official zoning map, proposed zoning ordinance amendments, subdivision and land development plans. The Commission also makes recommendations to the Zoning Hearing Board on all pending zoning variances/special exceptions which come before the Board. Lastly, the Planning Commission is considered by many to be the watchdog of the comprehensive growth of our community. Current Members: Joseph Gavanus, Jr.; William Griffin; Joan A. Shade Tree Commission
The East Norriton Township Shade Tree Commission which is made of three residents who are appointed for staggered terms of five years, was established in late 1996 to act as an  advisory committee to the Board of Supervisors on all matters and legislation relating to shade trees in the Township. The Commission shall advise the Board of Supervisors regarding the control of the shade trees within the right-of-way of public streets of the Township, including residential subdivisions in the Township, recommend the planting, removal, maintenance and protection of such trees and review subdivision and land development plans as are authorized by the Zoning Ordinance and Subdivision Ordinance. Current Members: James J. Serratore, III; Thomas S. Brodoski; Judith Sliker Belkowski, PhD.   
   
Historical Advisory Committee
The Historical Advisory Committee is comprised of five members appointed by the Board of Supervisors to 5 year staggered terms. The Historical Advisory Committee is responsible  to promote the general welfare by protecting the integrity of Historic Resources of East Norriton Township. The Committee attempts to mitigate the negative affects of proposed changes on Historic Resources and encourages the continued use of Historic Resources and facilitate their appropriate reuse. The Committee encourages the preservation of historic settings and landscapes and discourages the unnecessary demolition of historic sites. The overall purpose of the historical Advisory Committee is to implement the goals of the Pennsylvania Constitution at Article I, Section 27, which establishes the State policy of encouraging the preservation of historic and aesthetic resources. Traffic Advisory Committee
The East Norriton Township Traffic Advisory Committee was created by the Board of Supervisors with Resolution No.1893 on January 18, 2000.  The members of the Traffic Advisory Committee are appointed annually by the Board of Supervisors and serve in an advisory capacity as outlined in the Municipalities Planning Code which authorizes Townships of the Second Class to establish an impact fee for transportation capital improvements.  The advisory committee developed land use assumptions, conducted roadway sufficiency analysis studies and made recommendations as to development of roadway improvements, capital improvements and impact fees for the Township as provided by Act 209 of 1990.  After this work was completed and the Traffic Impact Fee was determined, the advisory committee meets regularly to monitor and evaluate the implementation of the capital improvement program and the assessment of the impact fees and to advise the township of the need to revise or update the land use assumptions, capital improvement program and/or impact fees.  Current Members: Carmen S. Industrial Development Authority
The East Norriton Industrial Development Authority which is made up of seven (7) individuals who serve without compensation for staggered terms of five (5) years.  The IDA was created by the Board of Supervisors through Ordinance No. 449 on March 26, 2003.  The IDA, which is an arm of the Pennsylvania Industrial Development Authority, serves as a conduit between non profit borrowers and banks.  The IDA, which has no liability for the loans, actually borrows the money from a bank and the bank in turn collects tax-free interest on the non profit loan thereby being able to charge a lower rate of interest on the loan than if a non profit entity would have borrowed at commercial loan rates.  Those interest rate savings are passed on to the IDA which can utilize those funds by contributing to charitable purposes in the community.  The IDA is limited to a maximum of $10,000,000.00 per year in loans and thus could receive, at most, $25,000.00 which can be applied to Authority expenses (i.e. solicitor fees and audit reports) and charitable contributions.  Current Members: James J. Open Space Plan Committee
The East Norriton Township Open Space Plan Committee which consists of township residents and staff was appointed by the Board of Supervisors in April 2004 to develop the Open Space Plan update.  This Committee and the update are necessary to participate in the Montgomery County Green Fields/Green Towns Grant Program.  This grant program approved by the voters of Montgomery County in 2003, has earmarked $150 million for continued open space preservation and trail development.  Under this grant program, East Norriton Township is eligible to receive $1,127,921 from Montgomery County.  Of this, $25,000 will be used to ward the cost of updating the existing Open Space Plan and the balance of $1,102,921 will be available for preserving additional open space and construction of trails which connect to Montgomery County Parks and County Trails.  East Norriton Township will be responsible for matching the County Grant funds with 20% of the costs of land acquisitions and trail development.

The Committee held its initial meeting in June of 2004.  The Committee performed an audit of the previous East Norriton Township Open Space Plan to assess the success of past preservation efforts, as well as, determined the need to update other sections of the 1995 Plan.  The Committee then reviewed any remaining existing open space in the Township and prioritized the properties for possible purchase.  The Committee also reviewed municipal trail and pathway construction plans for possible funding under this program.  The Committee presented the Plan update to the County Open Space Board in February 2006 and received approval from the County Planning Commission and County Open Space Board.  Upon approval from the County, the East Norriton Township Board of Supervisors adopted the East Norriton Township Open Space Plan Update.  Current Members:  James J. East Norriton-Plymouth-Whitpain Joint Sewer Authority
This authority was created by East Norriton and Plymouth Townships in 1959. Its first task was to issue sewer treatment revenue bonds in order to finance the construction of a sewage treatment plant in Plymouth Township at the bank of the
Schuylkill River. Some years later, Whitpain Township was permitted under a contractual arrangement to discharge sewage to the same plant. Whitpain recently became a voting member of the Authority. Three individuals from each community who are appointed for staggered terms by the respective Boards or Council of each member Township make up the Authority’s Board. The Authority and its staff operate the large treatment plant in Plymouth Township on Ross Street. Current Members: Lewis K. McQuirns; Helmuth J.H. Baerwald; Keith C. Tornetta   
   
Retirement Benefits Advisory Board
The Retirement Benefits Advisory Board comprises of five members as described in Resolution #2232 (one member of the East Norriton Township Board of Supervisors, The East Norriton Township Manager, the East Norriton Township Assistant Manager, one member of the East Norriton Township police force and one non-uniformed East Norriton Township employee). Members shall be appointed annually and shall serve until a replacement member is appointed by the Board of Supervisors. The Retirement Benefits Advisory Board is responsible for overseeing the administration and investment strategy of the pension funds for the Non-Uniformed Employees and the Uniformed Employees Pension Plans as well as the Post Retirement Health Insurance Funds. The Retirement Benefits Advisory Boards meets two times each year to perform its functions or additionally if necessary to address specific issues. Current Members: Lewis K. Solicitor
Christen G. Pionzio is the Solicitor for East Norriton Township, a position she has held since 1998. Her firm, Hamburg, Rubin, Mullin, Maxwell & Lupin has been the home of our township solicitors since 1972. As Solicitor, Christen is responsible for advising the township regarding legal issues that may arise. She attends the Board of Supervisors meetings as legal counsel to the Board. Christen is also in attendance at staff meetings and meetings with residents and developers when legal advise is needed. Christen and her office draft ordinances, review contracts and other legal documents, prepare agreements for the township and provide day-to-day legal advise.
   
As a partner in the firm Hamburg, Rubin, Mullin, Maxwell & Lupin, Christen also provides legal advise to other municipalities and municipal authorities. Her practice extends to areas of real estate and land development law, zoning law and financial matters. Christen is a graduate of Widener University School of Law and University of Scranton. She is an active member of the Pennsylvania Bar Association and the Montgomery County Bar Association. Currently, she is a member of the Real Estate/Land Use Committee and the Municipal Law Committee of the Montgomery County Bar Association.
   
   
Consulting Engineer
Robert E. Blue, Consulting Engineers, P.C., was founded in 1986 by Robert E. Blue, Jr., P.E., P.L.S., President, with offices headquartered in Blue Bell, Pennsylvania. Robert E. Blue Consulting Engineers is a consulting firm specializing in Civil and Municipal Engineering, Land Development, Land Surveying and Land Planning. Mr. Blue has served as East Norriton Township’s Engineer since 1986. His responsibilities include review of subdivision and land development plans, construction inspections, erosion and sedimentation control, and storm water management as well as infrastructure projects and issues. Mr. Blue has been qualified as an expert witness before Zoning Hearing Boards in Bucks, Chester and Montgomery Counties and has been qualified in the Montgomery County Court system as an expert witness in civil and municipal engineering matters. Mr. Blue was appointed by the Montgomery County Courts to be a member of a Jury of View whose role as a member was to review expert testimony presented and determine and pass
judgment on claims presented to the Jury of View. The firm also provides services such as land planning, surveying and civil engineering to private clients. Mr. Blue is a graduate of Temple University, Philadelphia, Pennsylvania and is a licensed Professional Surveyor in Pennsylvania and a licensed Professional Engineer in both Pennsylvania and New Jersey.   
   
   
Planner
E. Van Rieker, AICP, President of E. Van Rieker and Company, is the Planning Consultant for East Norriton Township, a position he has held since 1992. As the Township Planner, Mr. Rieker is responsible for advising the Township regarding issues of planning and development, land use, zoning, subdivisions, recreational planning and development of feasibility studies. As president of the firm E. Van Rieker and Company, Van also provides a full range of planning services for business, industry and government entities. He has extensive experience in performing comprehensive planning and zoning updates for local municipalities. Van holds a Bachelor of Science in Landscape Architecture and a Master of Regional Planning from the Pennsylvania State University. He has also completed graduate studies at Rutgers Center for Urban Policy Research in addition to holding the following professional designations: Certified Planner-In-Charge, Pennsylvania; Charter Member American Institute of Certified Planners; Registered Professional Planner, New Jersey. He has written a number of model ordinances as well as having been involved in the planning and design for over 35,000 dwelling units.   
   
Actuary
David H. Killick, F.S.A., is the Consulting Actuary for East Norriton Township, a position he has held since 1998. His firm, Conrad M. Siegel, Inc., has been the Township Actuary since 1996. As the actuary, David is responsible for advising and making recommendations to the Township regarding all actuarial issues involving the pension plans. David attends all Pension Advisory Board meetings and he prepares the required actuarial valuations for the plans every other year.
   
As a member of the firm Conrad M. Siegel, Inc., David also provides actuarial consulting services to other municipal clients as well as private business clients. He specializes in actuarial valuations of municipal defined benefit and defined contribution pension plans and has completed cost studies of plan benefit modifications and provided actuarial testimony at arbitration hearings. David is a graduate of Lebanon Valley College with a Bachelor of Science Degree in Actuarial Science. He is also a Fellow of the Society of Actuaries, a member of the American Academy of Actuaries and is an Enrolled Actuary under ERISA.

Tax Collector
Real Estate Taxes
Your Township and County Real Estate Tax bills are mailed to you between the first and fifteenth (1st & 15th) of March. Your School District Real Estate Tax bill is mailed to you between the first and fifteenth (1st & 15th ) of June. Payment of the Real Estate Taxes can be made in person or by mail at the municipal building. Real Estate Tax payments are also being accepted at the Citizen's Bank located in the East Norriton Crossing Shopping Center.

IMPORTANT
: If you do not get your Township/County Real Estate Tax bills, by the end of March, call the Tax Collector, Kevin T. IF YOU SEND YOUR TAX BILL TO YOUR MORTGAGE COMPANY.
Suppose you sent your current Real Estate tax bill to your Mortgage Company and then you received notification that they never received it and the tax is overdue. Now what?
   
If this major problem happens, you the taxpayer not only does not receive the benefit of the 2% discount on your bill, but you in all probability are now in the 10% penalty period. YOU PAY FOR THEIR MISTAKE!
   
To protect yourself, when you receive your tax bills, remember when forwarding to your Mortgage Company, make a copy for yourself and note the date you sent the bill to the Mortgage Company.

If your taxes are held in escrow with your Mortgage Company and you are inquiring about the payment status, contact your Mortgage Company direct for proof of payment.  

Interim Real Estate Tax

Please be advised that if you have purchased a newly constructed home in East Norriton Township and you are the first occupant of this residence, you should be receiving two  Interim Real Estate Tax bills which will invoice you for the Real Estate Taxes owed for the remainder of the fiscal year. One tax bill will come from the Township’s Tax Collector, Kevin T. McDevitt and will invoice you for the taxes owed to Montgomery County and East Norriton Township. The other tax bill will be generated by Berkheimer Associates which will invoice you for the taxes owed to the Norristown Area School District. In addition if you file a successful property assessment appeal thus adjusting your property’s assessed value, you should also be receiving the Interim Real Estate Tax bills.
   
As a resident of the Township, it is your responsibility to ensure that these Interim Real Estate Taxes are paid. Failure to receive a tax bill is NOT a reason for not paying the Interim Real Estate Taxes on time. For additional information, and to obtain Interim Real Estate Tax forms, please contact Kevin T. Earned Income Tax

Please be advised that East Norriton Township levies an Earned Income Tax on its citizens and all non-residents who work in the township. The rate is 1% of earned income, with half going to the school district and half remaining with the township to provide municipal services. The collection of this tax is handled by an outside firm, Berkheimer Associates.
   
Many employers deduct this tax from employees’ paychecks. In that case, all you do is to file an annual return by April 15th of each year. If you are self-employed or work for an employer who does not deduct this tax, or only a portion of it, you are obligated to file quarterly returns on forms provided by Berkheimer Associates.
   
As a resident of the township, keep in mind that it is your responsibility to obtain the tax forms. Failure to report or pay the tax could result in substantial penalties and interest.

Sewer Billing
Every three months, each property owner in East Norriton Township receives a bill from the Township for sanitary sewer charges. Effective with the June 2007 billing, the Township implemented a sewer rate redistribution and increase.  The following is an summary of the new sewer rate calculations:

First 4,000 gallons or less per quarter - $55.00 per quarter

All over 4,000 gallons per quarter - $5.69 per 1,000 gallons per quarter

Rates for non-metered users - Flat rate of $100.52 per quarter
   

Please note that individual rates are based on water consumption so these rates will fluctuate from quarter to quarter. East Norriton Township receives the water consumption report from the Pennsylvania American Water Company to calculate the sewer charges. Also note that there will only be one charge appearing on your bill for the total amount due.  The following is a summary of the water consumption period which is reflected on your sewer bill:
