Township Solicitor

Christen G. Pionzio

Christen G. Pionzio is the Solicitor for East Norriton Township, a position she has held since 1998. Her firm, Hamburg, Rubin, Mullin, Maxwell & Lupin has been the home of our township solicitors since 1972. As Solicitor, Christen is responsible for advising the township regarding legal issues that may arise. She attends the Board of Supervisors meetings as legal counsel to the Board. Christen is also in attendance at staff meetings and meetings with residents and developers when legal advise is needed. Christen and her office draft ordinances, review contracts and other legal documents, prepare agreements for the township and provide day-to-day legal advice.      

As a partner in the firm Hamburg, Rubin, Mullin, Maxwell & Lupin, Christen also provides legal advice to other municipalities and municipal authorities. She has been instrumental in resolving real estate, zoning, municipal, development and financial matters ranging from large corporate clients to the private individual. Christen is a graduate of University of Scranton, where she graduated with honors. She received her J.D. degree from Widener University School of Law, where she was a member of various honor societies. She is an active member of the Pennsylvania Bar Association and the Montgomery and Bucks County Bar Associations. Currently, she is a member of the Real Estate/Land Use Committee and the Municipal Law Committee of the Montgomery County Bar Association.                                                                                                                                                                                                                                  

 

Township Consulting Engineer

Timothy P. Woodrow

Mr. Woodrow has nearly twenty years of experience serving Montgomery County Communities in the role of consulting engineer.  The Township Engineer is appointed by the Board of Supervisors, providing them with information by which to judge the adequacy of construction or   development projects.  The Township Subdivision and Land Development Code and Stormwater Management Ordnances are used to measure the merits of any given plan or application.  Several of the key aspects of review include stormwater management, road design, landscaping and lighting design, site grading, and utilities services.  Also, the task of construction oversight for development projects, preparation of bid documents for public improvement projects, and community liaison as directed by the Board of Supervisors also fall to the Township Engineer and his team.

 Mr. Woodrow earned a Bachelor of Science degree in Civil Engineering from Pennsylvania State University and is a member of the American Society of Civil Engineers, American Society of Highway Engineers, and Pennsylvania State Association of Township Supervisors.  Mr. Woodrow has also served as a member of the Montgomery County Board of View.  He has testified as an expert witness in the field of civil engineering before Bucks, Montgomery, and Berks County Courts. He is a supporting member of the Pennypack Restoration Trust, the Perkiomen Watershed Conservancy, and the Montgomery County Lands Trust.  Mr. Woodrow brings a wealth of knowledge in site design, zoning, and regulatory agency permitting to our Township Team.

 

Township Planner

E. Van Rieker, AICP

E. Van Rieker, president of E. Van Rieker and Company, is the Planning Consultant for East Norriton Township, a position he has held since 1992. As the Township Planner, Mr. Rieker is responsible for advising the Township regarding issues of planning and development, land use, zoning, subdivisions, recreational planning and development of feasibility studies. As president of the firm E. Van Rieker and Company, Van also provides a full range of planning services for business, industry and government entities. He has extensive experience in performing comprehensive planning and zoning updates for local municipalities. Van holds a Bachelor of Science in Landscape Architecture and a Master of Regional Planning from the Pennsylvania State University. He has also completed graduate studies at Rutgers Center for Urban Policy Research in addition to holding the following professional designations: Certified Planner-In-Charge, Pennsylvania; Charter Member American Institute of Certified Planners; Registered Professional Planner, New Jersey. He has provided consultant services to more than a dozen townships and boroughs in Montgomery County.

Township Actuary

David H. Killick, F.S.A.

David H. Killick is the Consulting Actuary for East Norriton Township, a position he has held since 1998. His firm, Conrad Siegel Actuaries, has been the Township Actuary since 1996. As the actuary, David is responsible for advising and making recommendations to the Township regarding all actuarial issues involving the pension plans. David attends all Pension Advisory Board meetings and he prepares the required actuarial valuations for the plans every other year.

As a member of the firm Conrad Siegel Actuaries, David also provides actuarial consulting services to other municipal clients as well as private business clients. He specializes in actuarial valuations of municipal defined benefit and defined contribution pension plans and has completed cost studies of plan benefit modifications and provided actuarial testimony at arbitration hearings. David is a graduate of Lebanon Valley College with a Bachelor of Science Degree in Actuarial Science. He is also a Fellow of the Society of Actuaries, a member of the American Academy of Actuaries and is an Enrolled Actuary under ERISA.

Sewer Consulting Engineer

Stuart L. Rosenthal, PE

Stuart L. Rosenthal, Vice President and Manager of Water/Wastewater Services at Gilmore & Associates, Inc, has been the East Norriton Township Wastewater Engineer since 2006. Gilmore & Associates, Inc. is a multidisciplinary engineering consulting company in business since 1918. Mr. Rosenthal is responsible for overall workload management, and preparation of engineering investigations, feasibility studies, contract documents, and wastewater system designs. He and his staff are also responsible for plan reviews and construction oversight for all sanitary sewers associated with land development projects in East Norriton. Mr. Rosenthal regularly attends Township Staff and Board of Supervisor meetings.

Mr. Rosenthal has a Masters Degree in Environmental Engineering from the University of Delaware and a Bachelor of Engineering in Civil Engineering from The Cooper Union. He is a Professional Engineer in Pennsylvania and New Jersey. His overall expertise is further complemented by experience with governmental and private industrial environmental designs, regulatory compliance and facilities operations. Mr. Rosenthal has made numerous public presentations, as well as presented expert witness testimony. He is an original member of the Montgomery County Community Revitalization Board, which provides grant money to local municipalities to improve their communities.

Township Traffic Engineer

Traffic Planning and Design

Kevin L, Johnson, PE

As the President and Founder of Traffic Planning & Design, Inc. (TPD), a 135 member transportation engineering firm with 5 offices in PA and NJ, Mr. Johnson's areas of expertise are in traffic engineering and design, transportation planning, and environmental analyses.  Since the firm's founding in 1989, TPD has represented East Norriton Township, recommending safe and efficient transportation engineering solutions.

Mr. Johnson has prepared and managed highway and intersection final design plans for over four hundred projects and has prepared and managed nearly two thousand traffic impact and parking studies nationwide for a variety of commercial, office, residential, municipal, educational, institutional, industrial, and hospital/continuing care projects.  He has served as an expert witness for over five hundred such projects throughout Pennsylvania, New Jersey, and Delaware.  Visit TPD on the web at www.TrafficPD.com.

Gerald T. Baker, Jr., PE

Mr. Baker serves as a Project Manager for Traffic Planning & Design, Inc. (TPD), a 135 member transportation engineering firm with 5 offices in PA and NJ.  During his twelve-year employment with TPD, he has completed numerous parking studies, trip generation studies, time-delay studies, traffic impact studies, traffic impact fee studies, and traffic calming studies.  Mr. Baker serves as the Township Traffic Engineer for several municipalities.  In his role as Township Traffic Engineer, he reviews subdivision and land development plan sets and traffic impact studies with regard to municipal ordinances and standard engineering practices.  In addition, he conducts engineering studies and prepares plans as requested to address traffic issues throughout the municipalities that he serves.  Visit TPD on the web at www.TrafficPD.com.
