SEAN P. KILKENNY  ESQ.                                                                                                           

SEAN P. KILKENNY is a shareholder of the firm and chairperson of the Municipal Law Practice. Sean is recognized for his expertise in municipal, land development, real estate, municipal finance, and zoning law.

Sean has represented both Municipalities and Developers in solving some of the most complex zoning and land development matters in the Philadelphia Suburbs.

Sean currently serves as Solicitor for Whitemarsh Township, the Municipality of Norristown, East Norriton Township, and Jenkintown Borough. In addition to numerous private developers, Sean also represents the members of Laborers Local 135, Norristown, PA.

Recently, Sean while serving as Solicitor of Whitemarsh Township in conjunction with a private developer, state and county officials, worked to preserve 140 acres of pristine open space known as Erdenheim Farms through the use of sophisticated land preservation and financing techniques.

When Sean is not fighting for his clients he is usually found serving our Country. Major Sean Kilkenny of the Army Reserve's Judge Advocate General's Corps has served our country in Iraq, Kosovo, Bosnia, and South Korea. Currently he is counsel for the 244th Aviation Brigade assigned to Fort Dix, NJ. Major Kilkenny has graduated from Airborne School, the Judge Advocate Basic and Advanced Courses, and the Command and General Staff College.

When not at Friedman-Schuman or Fort Dix, Sean enjoys spending time with his wife Betsy and his ‘ferocious' Silky Terrier, Seamus.

 Township Consulting Engineer

 

Christopher Fazio  PE                                                           

The consulting firm of Remington Vernick and Beach Engineers serves as the Township Engineer and is represented by Christopher J. Fazio, P.E.   Remington, Vernick and Beach Engineers is one of the oldest,  established consulting engineering firms in the country, founded in 1901 by J.C. Remington.  Their professional engineering staff represents a diverse group of public and private clients focusing on Municipal representation.  The Engineering News Record consistently ranks the firm in the top 500 design firms and the top 100 construction management firms in the nation.  The Philadelphia Business Journal lists the company as one of the top 10 engineering firms in the tri-state area. 

Chrisptopher Fazio, P.E. has nearly two decades of experience in the engineering field and is a regiional manager for Remington, Vernick and Beach Engineers.  Mr. Fazio's background incudes: stormwater management, sanitary and storm sewer design, hydraulics and hydrology, highway and roadway design, water systems and municipal ordinance/code preparation.

Township Planner

 Richard Cramer PP, AICP   

 Richard S. Cramer, PP, AICP - Mr. Cramer is a member of the American Institute of Certified Planners and has over 35 years of experience as a professional planner with municipal, county, and state government and as a private consultant. He is a graduate of Rutgers University and holds a masters degree in city and regional planning. Mr. Cramer is an expert in municipal land use planning and he has prepared numerous master plans and zoning, subdivision, and site plan regulations for urban, suburban and rural communities. He has also served as a consultant to many municipalities to provide review and advisory services on plans and applications for residential and commercial development.  His planning practice is distinguished by awards for achievement and by successful implementation. His specialized areas of practice include open space and recreation planning, farmland preservation, affordable housing, sign control and regulation, and comprehensive planning. Mr. Cramer has been employed by T&M Associates as a professional planner for twenty-four years and is the Assistant Manager of the Planning Division.  Prior to joining T&M Associates, Mr. Cramer served for eight years as a municipal planning director.

Township Actuary

David H. Killick, F.S.A.

David H. Killick is the Consulting Actuary for East Norriton Township, a position he has held since 1998. His firm, Conrad Siegel Actuaries, has been the Township Actuary since 1996. As the actuary, David is responsible for advising and making recommendations to the Township regarding all actuarial issues involving the pension plans. David attends all Pension Advisory Board meetings and he prepares the required actuarial valuations for the plans every other year.

As a member of the firm Conrad Siegel Actuaries, David also provides actuarial consulting services to other municipal clients as well as private business clients. He specializes in actuarial valuations of municipal defined benefit and defined contribution pension plans and has completed cost studies of plan benefit modifications and provided actuarial testimony at arbitration hearings. David is a graduate of Lebanon Valley College with a Bachelor of Science Degree in Actuarial Science. He is also a Fellow of the Society of Actuaries, a member of the American Academy of Actuaries and is an Enrolled Actuary under ERISA.

Sewer Consulting Engineer

Kenneth Heydt, P. E.   

Mr. Heydt began working for Carroll Engineering Corporation in 1981 as an Environmental Planner.  In 1988, he became the Manager of Environmental/Authority Department, which flourished because of his extensive experience with Act 537 planning, wasteload management, wastewater treatment plant design and operation, water supply and computer modeling of water systems.  In 2000, he was promoted to Executive Vice President with expanded supervisory duties over the firm's Authority/Municipal Services, Planning & Site Design, GIS and IT Departments.  Mr. Heydt was elected as President of Carroll Engineering Corporation March 18, 2010 by the Board of Directors.  He is responsible for the business development, client retention, financial adherence, and operational control of the firm.

 In addition to his supervisory and design responsibilities, Mr. Heydt also represents several municipal authorities within the five-county Philadelphia area.   He also serves on the Executive Committee of the Bucks County Workforce Investment Board (WIB) and chairs the System Performance/Operations Committee for the WIB.  Mr. Heydt has  extensive experience in business development, and business and financial management. 

 Carroll Engineering Corporation, founded in 1973, is one of the region's largest consulting engineering, planning, surveying, and landscape architecture firms and was recently ranked 19th in the prestigious 2012 Philadelphia Business Journal Book of Lists.  The firm employs more than 100 professionals and staff across southeastern Pennsylvania and Central New Jersey at offices in Warrington, Bucks County; King of Prussia, Montgomery County; Malvern, Chester County; and Hillsborough, Somerset County.

 Beth Abramovitz PE

Ms. Abramovitz has a Masters Degree in Civil Engineering from Drexel University and a Bachelor of Science degree in Mechanical Engineer from Worcester Polytechnic Institute. She is a Professional Engineer in Pennsylvania, New Jersey, Delaware, Virginia, Arizona and Texas. She has over 18 years of experience providing consulting services to clients in the public and private sector.

She is also experienced in many aspects of land development, civil engineering, traffic engineering and construction management. Typical projects under her direction have included: traffic impact studies to determine the impact of various land development projects; Act 209 Study revisions; Capital Improvement Plan revisions; traffic signal warrants and permit plans; access permitting; access feasibility studies; roadway improvement plans; intersection design; traffic signal design; detour plans and maintenance and protection of traffic design.
