municipalities in Montgomery County. Townships
are the oldest political subdivisions of Pennsylvania. William
Penn's 1681 Charter authorized him to divide counties into towns.
As soon as the first counties were created in 1682, they were
subdivided into districts for various governmental purposes.
As settlement moved westward, townships were often formed in
frontier areas before there was sufficient population to justify
a separate county, so in most cases the oldest subdivisions are
townships, antedating even the county governments. East Norriton
Township was included in one of the early manors (towns) created
by Penn called Williamstadt. In 1689, he directed the surveyor
general of the Province, "to lay out a tract of land on
the canoeable [sic] part of the Schuykill." This tract contained
approximately 7,482 acresall of present day East Norriton
Township, West Norriton Township and the Borough of Norristown.
The tract was intended as a gift to his son, but five days after
receiving the land William Penn, Jr. sold it to two Philadelphia
merchants, Isaac Norris and William Trent, for the sum of 850
pounds sterling. Eight years later, Norris purchased Trent's
holdings and gained ownership of the entire tract.
The Manor of Williamstadt
remained intact until 1730 when, on petition of its residents,
Norriton Township was created by the Court of Quarter Sessions
of Philadelphia County. The creation of the Borough of Norristown
in 1812 and the subsequent addition of 1,500 acres to the Borough
reduced the area of Norriton Township to about 5,500 acres. East
Norriton Township's incorporation dates back to 1909 when it
was separated through a court order from the larger "Norriton"
Township. After the court ordered separation two townships were
formed, East Norriton Township and West Norriton Township. East
Norriton Township became a Township of the Second Class in 1924.
CENTENNIAL
CELEBRATION
East Norriton Township will be
celebrating its 100th birthday on March 9th,
2009. The Centennial Celebration will have different events and
programs planned throughout the year. Two committees have been meeting
for the celebration to raise the necessary funds and plan for the
celebration activities during 2008 and 2009.
The Centennial Committee held its
organizational meeting on July 27th, 2007 to start planning
for the Township’s celebration in 2009. Members of the Centennial

dance, historic site tour, softball game and picnic with West Norriton
Township employees, bike parade, 5K run, Centennial Parade, and
festivities concluding with an expanded Community Day celebration in
September. Specific dates and other activities will be planned as the
committee keeps meeting during 2008.
Subcommittees
including public relations, parades and events have also been formed to
help with the celebrations. Residents are being encouraged to join one
of these subcommittees to help plan for East Norriton Township’s 100th
Anniversary. Interested residents should contact Larry Brown, Director
of Parks and Recreation at 610-275-2800 ext. 120 or e-mail
lbrown@eastnorritontwp.org with their name, address, phone number
and e-mail address. Many of these subcommittees have already begun work
and could use additional help in these areas.
The fund raising
committee held its first meeting in February. Members of the Fund
Raising Committee include Chairman Anthony Taormina, Vice Chairman
Charles Tornetta, Secretary Larry Brown, Treasurer Helmuth Baerwald,
members Supervisors Lewis McQuirns, Donald Gracia, Kandy Heckman, James

Sister City
Berlin
Treptow-Köpenick, Germany
After the fall of the "Berlin Wall" and the unification of
Germany, we were contacted by newly elected officials of "Treptow
von Berlin" in early 1991 for the purpose of
establishing a variety
of exchange programs for the benefit of both municipalities and its
citizens.
However, East Norriton Township’s sister city in Germany recently
changed its name from Treptow to Treptow-Köpenick. This change is due
to the combination of two separate boroughs, Treptow and Köpenick which
was a result of the "borough reform" of Greater Berlin—2001
reducing the number of boroughs in the city from 23 to 12. Each borough
now is comprised of approximately 300,000 inhabitants. In land mass,
Treptow-Köpenick is the largest borough in Berlin but in number of
inhabitants, it ranks 12th with 224,000 residents. Our
relationship with the city and the Bürgermeister of Treptow-Köpenick,
Dr. Klaus Ulbricht, will hopefully continue to flourish and we welcome
participation from any interested party. You may visit our sister city’s
web site at:

MONTGOMERY COUNTY HEALTH
DEPARTMENT’S
WEST NILE VIRUS ALERTWEST
NILE VIRUS 2008
West Nile virus is a virus that infects the brain and spinal
cord. It was first identified in the Western Hemisphere in the summer of
1999, when 62 people became ill (including seven deaths) in New York
City. In addition to humans, the virus infects birds such as crows and
exotic zoo birds, horses and other animals. The virus is spread via
mosquitoes, which become infected after a blood meal from infected
birds. Infected mosquitoes then bite humans and spread the virus. Given
this evidence of the virus in our area, we all need to take action to
reduce the numbers of breeding mosquitoes, starting immediately and
continuing to the first hard frost.
KNOW THE
SYMPTOMS
Symptoms of West Nile virus range from fever, headache and
body ache from a mild infection to high fever, neck stiffness, stupor,
tremors and paralysis, and coma in more serious cases. Seniors, young
children and people with weakened immune systems, are at higher risk of
developing serious symptoms. Call your doctor if you have any of these
symptoms.
CONTROL MOSQUITO
BREEDING SITES
Eliminating stagnant water is the key to controlling
mosquitoes.
Action:
Clean Your Gutters and Downspouts
Reason: Rotten leaves and
other debris cause water to back up, creating a perfect spot for
mosquitoes to lay their eggs.
Action:
Check your property for any poor drainage spots
Reason: Reshape these areas
with landscaping stones or dirt. Plant water-loving species in damp
areas to draw up excess water. Reshaping and planting water-loving
plants will reduce standing water and will reduce mosquito-breeding
sites.
Action:
Empty birdbaths and kiddy pools weekly, clean and refill
Reason: Standing water is a
breeding site for mosquitoes. After every rain, dump out any standing
water in flowerpots; recycle buckets, etc. Anything, even a cup of water
collects standing water and is a breeding site for mosquitoes.
Action:
Remove any tires that are out in the open
Reason: Tires are prime
breeding spots for mosquitoes.
Action:
Clean and chlorinate your swimming pool, cover if it is not in use.
Drain the cover once a week
Reason: Clean, chlorinated
pools prevent mosquitoes from breeding. Aerate ornamental pools, or
stock them with fish. Aeration and fish will prevent mosquitoes from
breeding.
Action:
When you are away for more than 1 week, arrange for stagnant water
patrols of your property
Reason: Before you leave, turn
kiddy pools over; store birdbaths inside, etc. This will prevent
stagnant water from accumulating while you are away.
Action:
Call the Township or the Montgomery County Health Department at (610)
278-5117, if you see stagnant water in your area
Reason: The Montgomery County
Health Department Environmental Field Services section takes complaints
and holds owners of properties responsible for clean-up.
REDUCE YOUR EXPOSURE TO
MOSQUITOES
1. Make sure your screens are in good repair.
2. If possible, avoid outdoor activity when mosquitoes are heavy -
generally in early morning, dusk, and after rain.
3. Keep grass and shrubs trimmed.
4. If you are outside when mosquitoes are biting, cover your arms, legs,
and feet. If you use a repellent, READ ALL WARNINGS CAREFULLY. Do
not use on infants or very young children.
HELP THE MONTGOMERY
COUNTY HEALTH DEPARTMENT KEEP TRACK OF VIRUS ACTIVITY
Call (610)278-5117 to report dead birds,
especially crows that you find in your community.
Wear gloves if you handle a dead bird. Health
Department personnel will take your information and give you further
instructions.
FOR MORE INFORMATION
Check the Montgomery County Health Department (MCHD) website:
www.montcopa.org/health for up-to-date information. The Health
Department site is linked to the Pennsylvania Department of
Environmental Protection website for West Nile virus:
www.westnile.state.pa.us.
Please contact MCHD at (610)278-5117 for additional
information about this new infectious disease and what you can do to
prevent its spread.
PESTICIDE HYPERSENSITIVE INDIVIDUALS
The Department of Agriculture maintains a list of people with
these special sensitivities. To be added to this registry, which is kept
to insure that pesticides are not applied near a sensitive individual’s
residence, contact the PA Department of Agriculture in Creamery at
(610)489-1003. They will send a form for you and your physician to
complete and return.
U.S. Route 202
(Road Widening Project)
Section 600 of the
U.S. Route 202 road widening project runs from Johnson Highway in
East Norriton Township to Route 309 in Montgomery Township.
The construction of the road
widening was originally scheduled to begin in East Norriton Township during the Fall
of 2003 but has been extended to 2011 (or possibly later). Currently, the engineers for PennDOT are in the process of
collecting data and preparing the complete engineered plans for the
project. Once these plans are complete, then the actual construction
will begin. Preliminary plans are available for review at the Township
building during regular business hours. Some changes have occurred
to the chart below but the chart is provided to show the different segments of the project.
When construction begins, there will only be a single lane of traffic
permitted to travel in each direction on the roadway. Work at some of
the major intersections along this project (Germantown Pike &
Township Line Road) will probably be performed during the evening and
weekend hours to mitigate the disturbance of traffic during the weekly
rush hours. In addition, residents of East Norriton Township should be
aware that many of the ancillary roads will experience a heavier volume
of traffic during this construction period. In particular, Swede Road,
North Wales Road, New Hope Street and Arch Road are expected to
experience the heaviest volumes of additional traffic. The Township’s
Police Department is well aware of this and will monitor these streets
with more frequency when construction begins.
As we approach the anticipated construction date, the Township will
continue to advise you of pertinent information about the U.S. Route 202
road widening project to help our residents and businesses cope with the
stress and frustration which you will experience. In addition, you can
review an up-to-date status of the entire Route 202 widening project by
visiting the following web site: www.us202.com.
Remember, we are all in this together and we urge you to please
remain patient and continue to drive safely during this whole
construction process.
